However an agency names its tiers, a monthly SEO retainer that is actually doing the work covers roughly the same five jobs, in this order of importance.
- A technical audit and fixes: crawlability, indexing, Core Web Vitals, broken links and structured data, the plumbing search engines read before anything else matters
- On-page optimisation: titles, headings, internal links and content on the pages that already exist
- New content: pages or articles written for terms the business is not yet ranking for
- Local signals: a Google Business Profile kept current, and citations on relevant directories
- Reporting: a monthly read-out of what changed, sourced from Search Console rather than an internal dashboard nobody outside the agency can check
Why order matters
A package missing the first two items is not an SEO package, whatever it is called. Content and link building on a site with a technical fault or an untouched Google Business Profile is spending the budget on the wrong end of the problem first.

What "up to X pages" actually limits
Most SEO retainers, MAJ Atlas's included, cap the number of pages actively optimised each month rather than promising unlimited work for a fixed fee, because on-page work genuinely takes longer per page than a flat rate can absorb past a certain site size. A cap of five pages on the Basic tier is not a trick to limit effort; it is naming the actual pages that get real attention that month, usually the homepage and the handful of service or category pages carrying the most existing traffic or the clearest buyer intent.
A site with more pages than the tier's cap is not locked out of SEO altogether. The uncapped pages still benefit from the site-wide technical fixes in every tier, and a business with a larger site simply needs a higher tier, or a longer runway, to work through every page rather than the ones prioritised first.
How to tell a real package from a vague one
A handful of warning signs show up across the Dubai SEO market worth naming plainly. An agency that will not name what is included until after a contract is signed, a "from AED" price with no floor, or a report built from screenshots of rank-tracking software rather than the client's own Search Console property are all signs a retainer is being sold on promise rather than described as a product.

The wider Dubai market runs considerably higher for a comprehensive package: Bold-In, for example, publishes SEO packages starting from AED 2,000 a month and rising past AED 10,000 depending on the competitiveness of the terms targeted. Price alone does not tell you what is included, which is why the inclusions matter more than the number.
Should I choose the cheapest SEO package?
Only if it covers the technical audit and on-page fixes first; skipping those to afford more content is spending the budget on the wrong end of the problem. A cheap package that never touches the site's technical health rarely moves rankings regardless of how much content it adds on top.
How long before an SEO package shows results?
